    1. Hmmm, you've got a good point here. I guess it would be better to say "Rare could be overrated".

      Anyway, i believe the author meant that whenever a certain thing, person or quality is not very common, others tend to overrate it, but given your perspective, they might also underrate it.

      In the business world for instance, if a given company offers a product or a service that is not offered elsewhere within its market, the quality of that product or service might be fairly bad, but given its uniqueness or scarcity, the consumer might still be ready to pay what could be an overrated price to get it.

      Microsoft in this respect might be a good example. This is why you have anti-trust laws, to prevent companies from overrating their products.
